Balcony power plants, also known as mini-PV systems or plug-in solar systems, make exactly that possible. They are the easiest way to generate clean electricity directly on your own balcony, terrace, or in your garden. But installation alone is not enough. A crucial question keeps coming up: How do I correctly register my balcony power plant?
Good news first: Thanks to Solar Package I, which came into force in 2024, the registration process has been drastically simplified. The days of complicated bureaucracy and duplicate registrations are over.
In this comprehensive step-by-step guide, we will walk you through the entire, now uncomplicated process. We explain why registration is important, what new rules apply, and how you can legally register your mini-PV system in just a few minutes.
1. Do you even have to register a balcony power plant?
Yes, the registration of a balcony power plant is legally required in Germany. Even though the process is much simpler today, registration remains an obligation for every operator of a power-generating system, no matter how small. But why is that?

Legal requirement: Registration takes place in the Market Master Data Register (MaStR) of the Federal Network Agency. This register is the central, official directory for all plants and actors in the German energy market. The registration obligation is enshrined in the Energy Industry Act (EnWG) and the Market Master Data Register Ordinance (MaStRV).

Grid security and stability: Even if the contribution of a single mini-PV system is small, thousands of such systems simultaneously feed electricity into the grid. Grid operators need an overview of all generation plants to ensure the stability and security of the electricity grid and to avoid overloads.

Statistics and planning: The collected data helps the German government and grid operators to better plan and manage the energy transition. They provide information on how much decentralized energy generation already exists and where further potential lies.
Previously, an additional notification to the local grid operator was necessary. This step has been completely dropped since April 2024. The Federal Network Agency automatically informs the responsible grid operator about your registration in the MaStR. For you, this means: only one single, simple online registration!
2. The new rules since 2024: Solar Package I makes it easy
Solar Package I, passed in 2024, has brought about a revolution in simplification for operators of balcony power plants. The most important changes you need to know are:

Only one registration: As already mentioned, only registration in the Market Master Data Register (MaStR) is required.

Increased power limit: The permitted feed-in power of the inverter has been increased from 600 watts to 800 watts . So you can use and feed in more of your self-generated electricity.

Higher module power: The total power of the solar modules may now be up to 2,000 watt-peak (Wp) . This allows optimal utilization of the inverter's 800-watt limit even on cloudy days.

Reverse-running meters are tolerated: Old Ferraris meters, which run backward when electricity is fed in, no longer have to be replaced immediately. They are tolerated temporarily until the metering point operator replaces them with a modern metering device as part of the regular cycle.

Schuko plug is officially permitted: The use of a common Schuko plug for connection is now explicitly provided for in the law, provided the inverter meets the relevant safety standards (VDE-AR-N 4105).
3. Instructions: Registration in the Market Master Data Register (MaStR) – Step by Step
Registration sounds technical, but in practice, it's a simple online process that takes 10 to 20 minutes. Have some data ready beforehand, and it will be even faster.

Date of commissioning of your balcony power plant

Inverter power in watts (e.g., 800 W)

Total power of the solar modules in watt-peak (e.g., 2 x 450 Wp = 900 Wp)

Step 1: Call up the MaStR website
Go to the official website of the Market Master Data Register: www.marktstammdatenregister.de -
Step 2: Start the registration process
On the homepage, click on the "REGISTER" option and then select the assistant for "Registering a system". Follow the path for "Operator of a power generation system". -
Step 3: Create a user account
You will now be prompted to create a user account. Enter your email address and choose a password. You will receive a confirmation email to activate your account. -
Step 4: Register yourself as "system operator"
After activation, log in. The assistant will guide you through registering yourself as the "system operator". Fill in your personal data here. -
Step 5: Register the system
After you have registered as a person, start the actual system registration. The assistant is very helpful here.-
Select "Power Generation" and then "Solar".

Important point: The question will appear whether the system meets the simplified rules for plug-in solar devices. Confirm this with "Yes". This will significantly shorten the process.

Fill in the required fields: commissioning date, power of the modules and the inverter, your address.

The assistant also asks for the responsible grid operator. Often, this is pre-selected based on your postcode.

Step 6: Check data and submit
At the end, you will receive a summary of your entered data. Check everything carefully and then click "Complete registration".
Done! You have successfully and legally registered your balcony power plant. The Federal Network Agency will now automatically forward your data to your grid operator. You don't have to do anything else.

4. How many watts are allowed for registration?
Here it is important to distinguish between two values: the power of the solar modules and the output power of the inverter.

Inverter power (feed-in power): This is the decisive value for legal classification. Since 2024, you are allowed to operate an inverter with a maximum output power of 800 watts .

Module power: The total peak power of the solar modules connected to the inverter may be up to 2,000 watt-peak (Wp) since Solar Package I.
Why this discrepancy? A higher module power (e.g., 1000 Wp or more) ensures that the 800-watt inverter reaches its maximum power faster even in suboptimal light conditions (e.g., cloud cover, morning/evening) and generates more energy throughout the day. This is referred to as "over-paneling," which has now become a common and sensible practice.
5. Is there a risk of a fine for an unregistered mini-PV?
Yes, theoretically. The Market Master Data Register Ordinance provides for fines for the non-registration of systems. In practice, however, the Federal Network Agency focuses on motivating citizens to register rather than punishing them. Particularly for balcony power plants, no cases are known so far in which fines have been imposed.
Nevertheless, registration is a legal obligation. Given the extremely simple and quick online process, there is no good reason to skip this small but important to-do and take a potential risk. Registration creates legal certainty for you and contributes to the success of the energy transition.
6. Do you have to notify the landlord about the balcony power plant?
Here too, Solar Package I has brought about a significant improvement. The installation and operation of balcony power plants are now considered a "privileged measure", similar to the installation of a barrier-free shower or a charging station for electric cars.
This means: Your landlord or the condominium owners' association (WEG) can no longer fundamentally prohibit the installation. You have a right to it.
However, this does not mean that you should simply go ahead.

Duty to inform: It is good practice and legally prudent to inform your landlord or property management before installation about your plans.

Right of co-determination in execution: The landlord may have a say in the manner of installation, especially when it comes to safety, structural integrity or the uniform appearance of the building. Therefore, a professional, safe and visually unobtrusive installation is crucial.
Seek discussion, present the product data and a plan for safe installation. As a rule, nothing then stands in the way of approval.
7. Re-registering a balcony power plant when changing locations
If you move and take your balcony power plant with you, you must also update this in the Market Master Data Register. The process is straightforward:

Log in to your MaStR user account.

Select your registered system.
-
There is an option to report the system as "permanently decommissioned". This is the first step.

After you have deregistered the system at the old location, simply register it as a new system at the new place of residence. Use the assistant again, just as you did for the initial registration. The commissioning date will then be the date on which you put the system back into operation at the new location.
8. Deregistering a balcony power plant upon decommissioning
If you permanently decommission your balcony power plant (e.g., because it is defective or you are selling it), you must also deregister it from the register.

Log in to your MaStR user account.

Navigate to your system.

Select the "Permanently decommission" option.

Enter the decommissioning date and confirm the entry.
This completes the process, and your obligations as a system operator for this system are concluded.
